David Miliband, the British foreign secretary, arrived in Tbilisi on August 19, to hold talks with the country’s leadership.

Miliband arrived in Tbilisi from Brussels where he attended an emergency meeting of the NATO foreign ministers on Georgia-Russia conflict.

He said in Brussels that Russia “violated international law” by sending troops into Georgia. He also said, according to BBC: “we need to make absolutely plain to Russia the consequences of its actions, the consequences of its misadventures.”

“We must not make Russia the victims of this affair,” he said. “They are actually the transgressors.”
