President Saakashvili said he planned to announce “another set of new democratic changes and reforms” in his annual state of the nation address in Parliament on September 16.

He said the proposal would involve the judiciary and other democratic institutions. Saakashvili did not give further details.

He was speaking at a session of the NATO North Atlantic Council in Tbilisi on September 15.

In his opening remarks, Jaap de Hoop Scheffer, the NATO secretary-general, underlined the significance of democratic reforms in Georgia.

"Despite the difficult situation, we expect Georgia to firmly stay the course of democracy and reform. Dedication to these fundamental values remains essential for Georgia on its path to Euro-Atlantic integration," Scheffer said.
