Peter Semneby, the EU special representative for South Caucasus, said after meeting with opposition leaders late on April 10 that EU had not offered mediation between the opposition and authorities.

“The European Union would welcome a substantive dialogue between the Georgian government and opposition on how the country is governed. If such a dialogue takes place in good faith, it would be a positive and constructive outcome of the ongoing demonstrations,” Semneby said.

“The ownership of this dialogue has to rest with the Georgian political forces to ensure that the process and its results are seen as legitimate. The European Union has not made an offer of mediation, but would endorse a dialogue between opposition and government, and would be ready to give any kind of support that both negotiating parties would find useful," he added.
