Russian President Dmitry Medvedev said again on April 30, that NATO exercises planned in Georgia were “an open provocation,” the Russian news agencies reported.

“Those who took a decision to conduct them will bear responsibility for their negative consequences,” he said.   

“The NATO exercises in Georgia – no matter how they [NATO] try to convince us to the contrary – are an open provocation,” Medvedev said. “Military exercises can’t be conducted where the war has been recently unleashed.”

He said that this move would be considered by Tbilisi as an encouragement for the policy of re-armament, which, he said, would run against the six-point ceasefire agreement.
