Bakradze Accuses Russia of Ignoring Geneva Agreement

Parliamentary Chairman, Davit Bakradze, accused Russia and its “proxy regime” in Tskhinvali of refusing to put into practice agreement reached during the fourth round of Geneva talks last month on incident prevention mechanisms.

The recent incident involving “holding of two Georgian citizens in hostage” by the South Ossetian militias, Bakradze said, “demonstrated that neither Russia nor its proxy regime intend to implement the agreement.”

Speaking at a news conference after meeting with his visiting Lithuanian counterpart, Arunas Valinskas, Bakradze also said that the recent incident was “a serious test” for EU, which along with OSCE and UN, acts as co-mediator in the Geneva talks and has 249 monitors on the ground.

The EU Monitoring Mission in Georgia (EUMM) said in a statement on March 3, that detention of two Georgians by the South Ossetian militias “highlights the need for progress to be made in the implementation of the incident prevention mechanism.”

The proposals agreed by the sides in Geneva involve regular weekly meetings and they have also “agreed joint visits may be conducted” in the areas of concern. The agreed document is not self-executing and its implementation depends on a good will of the parties on the ground.
