Thomas Hammarberg, the Council of Europe's commissioner for human rights, who arrived in Georgia on November 27, is visiting breakaway South Ossetian capital Tskhinvali on Monday to discuss, among other issues, release of four Georgian teenagers held in Tskhinvali since November 4.
During the meeting between Hammarberg and South Ossetian leader’s special envoy for human rights, David Sanakoev, “issue of detained and missing citizens of South Ossetia and Georgia, as well as possible swap of detainees was discussed,” according to the breakaway region’s official website.
