The man, according to the Interior Ministry, was instructed by deputy head of Russia's FSB border troops in Akhalgori and two local South Ossetian militiamen to place the explosive outside the NATO liaison office in Tbilisi in exchange of USD 2,000.

The Interior Ministry said on June 2, that it had arrested in western Georgia two residents of Gali district - a man and a woman, who were instructed by Abkhaz-based Russian officer to place explosive in a market.
