Tbilisi 31/12/07. The Chairman of the Central Election Commission, Levan Tarkhnishvili made a statement about using marking ink in the voting process, which constitutes one of the most widely used means for avoiding fraud.
The CEC has purchased 7,000 spray bottles of invisible indelible ink from Code Incorporated, based in Ottawa, Ontario, Canada. The ink will be distributed to the District Election Commissions –DEC-, who will provide it to the Precinct Election Commissions –PECs- throughout the country.
Marking is a safe procedure that doesn’t affect health and doesn’t violate any religious beliefs. Ink doesn’t contain any harmful substances and is in line with recommendation made by the World Health Organization. Ink will stay on during a period of up to three days.
In addition, the CEC has purchased a total of 3,800 detectors according to the number of precincts in Georgia. These detectors will allow checking of voters’ marking at the entrance of each election precinct.
